One Titling Authority, and Titles Are Electronic

Arizona titles every vehicle through the Motor Vehicle Division of the Arizona Department of Transportation. No county office issues titles here; you work through AZ MVD Now, an Authorized Third Party, or an MVD counter. ADOT now titles electronically, so registering a car no longer mails you a paper certificate — the record sits in your AZ MVD Now account until you ask for paper, per ADOT’s Vehicle Title page. The buyer has fifteen days to apply under A.R.S. 28-2051, and the certificate costs $4 under A.R.S. 28-2003. Arizona sets no age-based exemption from titling.

Replacing a Lost Arizona Title Costs $4

A Title Replacement in AZ MVD Now costs $4. ServiceArizona.com no longer does title work; the page there only tells you the site has been replaced by AZMVDNow.gov. By mail you send Form 96-0236 with the Duplicate Title box checked, and ADOT asks you to allow up to six weeks. If the car was never titled to you, you need a bonded title on Form 40-1001: a $3 motor vehicle record search, a certified physical inspection, and a surety bond at 150 percent of the vehicle’s average value under A.R.S. 28-2057.

What the Scrap Buyer Files

The same Form 96-0236 carries Dismantle and Salvage checkboxes. Under A.R.S. 28-2094 the purchaser sends MVD a dismantle certificate application, your assigned title, the registration card, the plate if any, and $4. A.R.S. 28-2092 lets the department or a peace officer seize a vehicle being scrapped by somebody who holds no dismantle, salvage or nonrepairable certificate and has not applied for one. A salvage title under A.R.S. 28-2091 is a different document, triggered when an owner, lender or insurer decides repair is uneconomical. Form 38-1306, the fallback assignment, needs the seller’s signature acknowledged by a notary or MVD agent.

Pull the Plate, Then File the Sold Notice

Arizona plates belong to the registered owner, not the car. A.R.S. 28-2058 gives you thirty days after the transfer to move the plate, surrender it to MVD, or file an affidavit of plate destruction. Sold Notice Form 46-8502 asks to be completed within ten days and costs nothing through AZ MVD Now. Skipping it is the expensive: A.R.S. 28-4801 treats forty-eight hours in a highway right-of-way, or seventy-two hours on public or private property, as prima facie abandonment, and A.R.S. 28-4802 makes the last registered owner liable for the fee ADOT then assesses — $500, or $600 on federal land, state or local parks and state trust land.

Emissions Testing Gates Registration, Not the Sale

A.R.S. 49-542 makes a passing test a condition of registering a vehicle in Area A — the Phoenix-metropolitan townships delineated in A.R.S. 49-541(1), which also reach into Pinal County and two tiers of townships in southern Yavapai County — or Area B, the Tucson basin. Subsection 49-542(J)(2) authorizes the director to exempt 1966 and older models, new vehicles before their sixth registration year, electric vehicles, motorcycles, golf carts, collectible vehicles and engines under 90cc. Nothing conditions a title assignment on a test, so a failed check does not stop you signing the car over. A.R.S. 44-1642.01 separately bars scrap metal dealers from knowingly buying a loose catalytic converter.

City Storage Rules Bite Faster

Phoenix bars an inoperable vehicle stored on a residential lot where it is visible from beyond the property line unless the vehicle is under repair, has been inoperable no more than fifteen days, and has not had more than three incidences of inoperability in any twelve-month period. A separate subsection of Phoenix City Code 39-7 treats an accumulation of inoperable vehicles, or one plus other listed blight, as an exterior-premises violation, with a fifteen-day repair defense that cannot be raised more than three times in any one calendar year; Neighborhood Services enforces both. Mesa and Tucson apply their own standards.

Maricopa County holds the Salt River Valley, where Phoenix, Mesa, Scottsdale, Chandler and Tempe run together along US 60, Loop 101 and Loop 202. Winter weather closures and chain restrictions on I-17 and I-40 can push a high-country pickup back further. A car in Page sits closer to Utah than to Phoenix, and one in Douglas sits on the Mexican border, so both get a scheduled window rather than a same-day promise.
