What Is Your California Junk Car Worth?
California’s junk car market is one of the most active in the country. The state’s large population, high vehicle density, and robust salvage industry create strong demand for parts — which often pushes offers above the national average. A typical sedan in poor condition brings $175 to $350. Trucks and SUVs, especially full-size pickups common in inland California, pay $400 to $800. California’s mild climate means less rust damage than Midwest or Northeast vehicles, making parts more valuable to salvage buyers.
Scrap steel prices set the floor on every junk car offer. The live tracker below pulls current Federal Reserve commodity data so you can see exactly where prices stand today. Higher steel prices mean higher floor offers for your California vehicle.
California Junk Car Laws and Title Requirements
Last reviewed 2026-10-05 against California state sources. Fees and forms change; the official links below are authoritative.
| Who issues titles | The California DMV. Under its Electronic Lien and Title program a financed car's title can exist only as a DMV record. source |
|---|---|
| Duplicate title form and fee | Form REG 227, Application for Replacement or Transfer of Title. DMV's current replacement title fee is $28, readjusted every January 1. source |
| Can you sell without a title? | No model-year exemption. DMV also accepts a signed salvage certificate, lien sale documents, or bills of sale closing the ownership chain. source |
| Notary required? | No, except Section 5 of the REG 227, the lienholder's release of interest, which the form itself marks must be notarized. source |
| Odometer disclosure required | Yes on transfers of vehicles under 20 model years old, which in 2026 means model year 2007 and newer. source |
| Who keeps the license plates | Plates stay on the vehicle. The dismantler surrenders the last-issued plates to DMV or files a notice of plate destruction. source |
| Deadline to report the sale | Seller: five calendar days, on form REG 138 under VC 5900. Buyer: ten days to apply for transfer under VC 5902. source |
| Abandoned / inoperable vehicle statute | VC 22523 bans abandonment; minimum $100 fine plus removal costs. Cities abate wrecked or inoperative vehicles under VC 22660. source |
| Salvage or junk title trigger | VC 5500: anyone not a licensed dismantler must deliver the title, registration card and plates to DMV before disassembling the car. source |
| Catalytic converter sale limits | VC 10852.5: you may sell one only with a title or registration whose VIN matches the number marked on the converter. source |
Who Issues the Title and What a Dismantler Can Accept
The Department of Motor Vehicles issues every California Certificate of Title. Under the Electronic Lien and Title program a financed car’s record can sit on the DMV database instead of on paper. DMV’s junk-recording procedure accepts a title endorsed for transfer, a salvage certificate signed over to you, lien sale documents, or bills of sale closing the chain. Nothing in it turns on age. A 1968 pickup needs the same paperwork as a 2024 sedan.
Replacing a California Title You Cannot Find
Form REG 227, Application for Replacement or Transfer of Title, revision 9/2024, covers a lost, stolen, mutilated or never-printed title. DMV’s fee schedule prices the replacement title at $28 under Miscellaneous Registration and Service Fees. Vehicle Code 9265 still reads $15 because Section 1678 makes that a 2004 base amount and has it rise with the California Consumer Price Index each January 1. Renewal fees and parking tickets need not be cleared for a title alone, and on a vehicle two model years old or newer with a non-ELT lender the lender must request it.
The Five-Day Release of Liability
Vehicle Code 5900 gives you five calendar days after handing over the car to name the buyer to DMV, on the free REG 138 notice. Section 5602 cuts your exposure for how the car is parked or driven afterward, and accepts either route: endorsing and delivering the certificate of ownership, or delivering that notice to DMV. File anyway. Section 22523(f)(2) treats a filed notice as the defense if the car is abandoned and never redeemed from impound. The buyer runs his own ten-day clock under Section 5902.
No Smog Certificate When the Car Is Going to a Dismantler
The authority is Vehicle Code 24007(b). Paragraph (1) permits the sale of a non-compliant vehicle “sold for the purpose of being legally wrecked or dismantled.” The duty to hand over a certificate of compliance sits in paragraph (2), carved out by (3) for transfers in Section 4000.1(d) and by (4) for sales by a dismantler or salvage pool. DMV’s junking procedure says vehicles transferred to be wrecked or dismantled are exempt from the smog inspection requirement. Section 4000.1(d) is a different list: a parent, grandparent, sibling, child, grandchild or spouse; non-diesel vehicles four or fewer model years old, which pay an $8 smog transfer fee; and pre-1976 vehicles.
Reporting the Car as Junk Before Anyone Takes It Apart
Vehicle Code 5500 applies if you plan to part out a car yourself. Without a dismantler license you must deliver the title, registration card and plates to DMV first; a first conviction runs $50 to $500 and up to six months in jail. Sell to a licensed yard and it files instead: Section 11520 gives the dismantler five days to mail a REG 42 notice of acquisition, ninety days to surrender your documents and plates, and a ten-day wait before cutting unless it first delivers the upper REG 42, the ownership evidence and the plates. Fresno meanwhile bars an inoperable vehicle from the street and from private-property storage unless fully enclosed in a legal structure; a car cover will not do.
The State Program That Pays You to Retire a Running Car
Under the Bureau of Automotive Repair’s Consumer Assistance Program, a contracted dismantler pays $1,350 for a car that failed its last smog check, $1,500 if your household income is at or below 225 percent of the federal poverty level and the car has any smog result within 180 days, or $2,000 if you meet the income test and the car failed. BAR raises these amounts every January 1, so confirm before applying. The car must be currently registered, 10,000 pounds GVWR or less, and able to drive ten yards under its own power, which disqualifies most genuine junk.

Cities We Buy Junk Cars in California
California covers 58 counties, and the drive between them is what shapes a junk car pickup. Both city pages below sit on the Highway 99 spine of the San Joaquin Valley: Fresno mid-valley where 99 crosses Highway 180, and Bakersfield at the south end where 99 meets Highway 58. We also take calls from Sacramento and the Delta, Stockton and the north Valley, Oakland and San Jose around the bay, Los Angeles out through the Inland Empire, and San Diego down to the border, plus the Highway 101 coast, the Highway 49 foothills, the Mojave high desert, and the Imperial Valley.
Winter road salt is a Sierra-pass problem in California rather than a Valley, coastal or desert one, so a car from Fresno or out past Barstow usually keeps a solid frame and reusable suspension and brake hardware long after the sun has ruined the dashboard, the clearcoat and the tires. Geography still costs you time. Modoc County in the far northeast corner and the Highway 395 towns on the east side of the Sierra are hours from any metro yard, and the direct crossings are seasonal: Caltrans closed Sonora Pass on Highway 108 on December 16 last winter and did not reopen it until April 30, with Tioga Pass on Highway 120 opening in the same stretch of April. An eastside pickup in February routes the long way around.

Frequently Asked Questions — Selling a Junk Car in California
What does it cost to replace a lost California title?
Twenty-eight dollars, on form REG 227. DMV lists it under Replacement in its Miscellaneous Registration and Service Fees table. Vehicle Code 9265 itself still reads $15; Section 1678 makes that a 2004 base figure and has the department raise it by the Consumer Price Index each January 1. File at a field office, by mail, or through DMV Virtual Office using your driver license, the plate number, and the last five digits of the VIN.
Does California pay me more to retire my car than a junk buyer would?
Only if the car still drives and is currently registered. The Bureau of Automotive Repair pays $1,350, $1,500, or $2,000 depending on your household income and smog history, and it raises those amounts every January 1. A contracted dismantler inspects first, and the vehicle has to start without a jump, keep its doors, windshield, dashboard, driver seat, bumper and exhaust, and move ten yards under its own power.
Do I need a smog certificate to sell a junk car in California?
No, provided the vehicle is sold to be wrecked or dismantled. DMV's junking procedure states that vehicles transferred for that purpose are exempt from the smog inspection requirement. The statutory route runs through Vehicle Code 24007(b), not Section 4000.1 as some guides claim. Section 4000.1(d) governs a different set of transfers, including sales to a parent, sibling or spouse and non-diesel cars four or fewer model years old, which pay an $8 smog transfer fee instead.
Can I strip the car myself and sell the parts in California?
Not until you file with the DMV first. Vehicle Code 5500 requires anyone who is not a licensed dismantler to deliver the certificate of title, the registration card, and the license plates to the department before disassembly begins. A first conviction carries a fine of fifty to five hundred dollars, up to six months in county jail, or both, and DMV assesses an investigative service fee when the car comes apart first.
Can I sell the catalytic converter off my car separately?
Only if you can document the vehicle is yours. Vehicle Code 10852.5 bars anyone from buying a used converter except from a licensed dismantler, core recycler, dealer, or repair shop, or from an individual holding a title or registration whose VIN matches the number permanently marked on the converter housing. Fines on the buyer run one thousand dollars, then two thousand, then four thousand for a third offense.
What happens if I never file the release of liability?
You keep the liability. Filing does not take your name off the vehicle record, and DMV says only the buyer's application for transfer can do that. What the notice does is shift responsibility for parking violations, traffic violations and civil litigation after the sale date onto the purchaser, and stop renewal notices reaching you. The buyer has a ten-day deadline of his own under Section 5902. Call 1-800-935-8652 and we will file it with you at pickup.
