Sell Your Junk Car in Salem, OR: Free Towing, Cash at the Curb
Salem has a quirk no other Oregon city has. The office that prints your title is here. Oregon DMV Headquarters sits at 1905 Lana Ave NE, and mailed-in title work for the entire state goes to that address. It will not make a tow truck arrive faster, but it does mean the paperwork half of this job is a local errand instead of a trip to another county. The tow half is ours. Call 1-800-935-8652, say what the vehicle is and what shape it is in, and a real number comes back before you hang up. There is no yard to visit and no counter to stand at. We pay cash when the vehicle goes on the truck, and the tow costs you nothing. Tell us which side of the Willamette the car is parked on, because a West Salem hillside driveway and a flat lot off Lancaster Drive are two very different pickups.

How to sell a junk car in Salem
Start with the call. We take the year, make and model, then work through condition: will it start, can it be rolled, do the front wheels turn with the steering, how many tires still hold air, is the converter in place under the floor, and what has already been taken off. Those answers build the price, and a vehicle described accurately over the phone is one nobody tries to renegotiate in your driveway. Then describe the parking, because Salem is not uniform. Downtown and the CANDO blocks run on alley loading and short curb windows. Grant, Highland and Southeast Salem sit on an older grid where driveways are narrow and street trees limit how far a flatbed deck can swing. Flag West Salem on the first call: the Eola hillside streets have steep curved driveways, and the only crossings are the Marion Street and Center Street bridges, so timing a pickup around those matters. Out toward Northgate, South Gateway and Kuebler Boulevard there is usually room to work. Last, say whether the Oregon title is actually in your hand.
What is a junk car worth in Salem?
Expect something between $150 and about $700, with curb weight doing most of the work. Heavy metal that still has its powertrain bolted in, meaning a three-quarter-ton pickup, a cargo van or a truck-framed SUV, prices near the high end. A light sedan that already gave up its converter prices near the low end. Any firm figure offered before someone asks what the vehicle is is a placeholder, and placeholders shrink when the driver arrives. Two local factors move the rest. The first is haul distance. Salem is 47 miles south of Portland on I-5, a short run to the metro processing and export market, and a short run does not quietly erode an offer the way a long rural haul does. The second is corrosion. This is a damp valley rather than a salt belt, though ODOT does run a winter chemical program on state highways using magnesium chloride with a corrosion inhibitor plus solid salt, applied at the lowest rate that will clear the road. The practical result is that an older Salem car often still carries resellable suspension, drivetrain and interior components, and used components, not raw metal, are what push an offer past scrap value.
Title and paperwork rules in Oregon
Title work in Oregon never passes through a county office. DMV does all of it, so Marion County has no role here at all. If the Oregon title is lost, destroyed or mutilated, you file Form 735-515, the Application for Replacement / Duplicate Title; the current printing is marked 735-515 (9-23). Hand it to any DMV office or mail it to DMV, 1905 Lana Ave NE, Salem OR 97314, which for most people reading this is a drive across town. There is no notary step. The form is signed by the title holder, and it states on its face that signatures on the form do not release interest. Oregon charges no separate duplicate fee either. You pay the standard title fee, which is set by fuel economy: $101 for a passenger vehicle or truck rated 0 to 19 combined mpg, $106 for 20 to 39 mpg, $116 for 40 mpg or better, and $192 for an all-electric vehicle. Motorcycles, campers, travel trailers and motor homes are a flat $101, and anything over 26,000 pounds GVWR is $90. DMV’s posted wait is one week on an Oregon replacement title and 2 to 4 weeks on an ordinary one.
Salem abandoned and inoperable vehicle rules
Salem’s junk-car rule lives in the Property Maintenance Code at SRC Chapter 50. SRC 50.025(a) defines junk to include a derelict vehicle, meaning one with no license or an expired license; a neglected vehicle, meaning one missing critical parts required for normal and legal operation; and a wrecked vehicle, meaning one dismantled or partly dismantled, lacking a wheel or tire, or with a broken or missing window. SRC 50.260(a) then bars depositing or keeping junk out-of-doors anywhere in the city, or inside a building that is not fully enclosed. The exceptions listed are licensed wrecking businesses, dealers and permitted motor vehicle service sites, not households. Accumulate more than five cubic yards of junk on residentially zoned property and SRC 50.805(k) makes it a public nuisance, which SRC 50.900(a) treats as a misdemeanor. Other Chapter 50 violations are infractions at $100 to $250, and a repeat of the same provision within a year starts at $250. SRC 50.915 layers on civil penalties up to $2,000 per violation, with each day counted separately. If the city abates for you, SRC 50.840(b) adds a 20 percent charge for administrative overhead to the actual cost, and SRC 50.845 assesses the total and liens the property when it goes unpaid for 30 days, with another 10 percent tacked on for collection. Enforcement is Code Compliance, 350 Commercial St NE, 503-588-6421, weekdays 8 to 5.
Can you sell a junk car in Salem without a title?
Yes, by either of two routes, and both begin with one call to 1-800-935-8652. The usual route is to replace the paper, which DMV turns around in about a week, over a counter at Salem North on Lancaster Drive NE or Salem South on Commercial Street SE. The other route skips the title completely: if a certified appraiser values the car at $1,000 or less, ORS 819.280 lets you ask Salem Police or another city agency to hand it to a licensed dismantler. Past the city line that same request goes to the Marion or Polk county sheriff instead.

Frequently asked questions
What will a junk car actually pay in Salem?
Figure somewhere between $150 and $700. Curb weight carries most of it, so heavy metal with the powertrain still bolted in prices high, while a light car that has already lost its converter prices low. Missing wheels, a dead-and-gone battery and anything a previous buyer stripped all take bites out of the total. The short haul up I-5 to the Portland market works in your favor here. Describe the vehicle and what is gone from it on the phone and you get a figure, not a range.
Can I sell a car in Salem if I cannot find the Oregon title?
Usually yes, but plan the paperwork first. Oregon dismantlers work from an ownership record, and DMV’s dismantler handbook lists an Application for Replacement Title, Form 735-515, among the common ownership documents a certified dismantler may accept. State law also bars a dismantler from pulling parts or destroying a vehicle before an ownership record or salvage title is in hand. Tell us on the first call that the title is missing so nobody wastes a trip.
How do I replace a lost Oregon title and what does it cost?
File Form 735-515, Application for Replacement / Duplicate Title, at any DMV office or by mail to DMV, 1905 Lana Ave NE, Salem OR 97314. Oregon has no separate duplicate fee; you pay the regular title fee, which is $101 for a vehicle rated 0 to 19 mpg, $106 for 20 to 39 mpg, $116 for 40 mpg or more, and $192 for an electric vehicle. No notary is needed. DMV lists replacement titles at roughly one week.
Can the City of Salem order me to remove a junk car from my own yard?
Yes. SRC 50.260(a) prohibits keeping junk out-of-doors on any premises in the city or in a building that is not fully enclosed, and SRC 50.025(a) counts a vehicle with an expired license, a vehicle missing critical operating parts, and a dismantled or window-broken vehicle as junk. The carve-outs go to licensed wrecking yards, dealers and permitted service businesses. A tarp over it in the side yard does not qualify as fully enclosed.
How long can a car legally sit on a Salem street?
Not long. SRC 102.040(j) makes it unlawful to leave any vehicle in the same location on a street or in an off-street parking facility for a continuous period of more than five days. SRC 102.040(k) separately prohibits parking a vehicle that meets the SRC 50.025(a) definition of junk anywhere on a street, alley, landscape strip or parking facility, and subsection (p), added by Ordinance 8-25 in June 2025, covers vehicles with expired registration.
What happens if the city tows it before I sell it?
You lose the money and inherit a bill. Before taking custody the city gives notice in the manner set by ORS 819.170, which is a tag on the vehicle at least 24 hours ahead, holidays and weekends included. After the tow, SRC 102.225 has the vehicle appraised, and under SRC 102.240 an abandoned vehicle appraised at $500 or less that stays unclaimed 30 days is disposed of to a holder of a dismantler certificate. Towing and storage charges are still yours.
Do you pick up in West Salem and across the river in Polk County?
Yes. West Salem and Sunnyslope are regular work for us, and so are Independence, Monmouth and Dallas further out in Polk County. The thing worth mentioning when you call is the driveway. Eola hillside streets have steep curved approaches that decide whether the driver uses a wheel-lift or runs a winch line. The crossings are the Marion Street and Center Street bridges, so morning and evening pickups get scheduled around them.
After the truck leaves, do I still owe the DMV anything?
One thing, and skipping it is how people end up with other people’s tickets. Oregon requires the seller to notify DMV of the sale within 10 days of the transfer of interest. You can file it online through DMV2U or mail Form 735-6890, Notice of Sale or Transfer of a Vehicle, to DMV in Salem. It is not a bill of sale and it does not change ownership on DMV records, but it notes on the record that you sold the vehicle. The form also suggests pulling your plates.
