Junk Car Pickup Across Huntington, WV: What It Pays and What the City Allows
Huntington has a rule most people in it have never read, and it decides how much time you actually have. The city allows exactly one vehicle kept on private property under a commercial cover that hides it from public view, for no more than 45 days, after which it has to leave until it is operable, licensed and registered again. That clock, not the condition of the car, is usually what makes the decision. Call 1-800-935-8652 with the year, make, model and whether it rolls and steers, and you get a number in a few minutes. No lot, no counter, no waiting on a check. A truck comes to the address, and the cash changes hands when the car goes up on the deck. Expect somewhere in the $150 to $700 range, set by weight, what parts survive, and whether the converter is still underneath.

How to sell a junk car in Huntington
Give us an accurate description and the quote holds. Year, make, model, then the parts that actually move the price: engine and transmission present or gone, wheels on or off, converter there or cut, and whether anybody has been harvesting it. After that, the address, because Huntington’s layout helps us and its edges do not. The flat core between the floodwall and the hills is a numbered grid, avenues running east and west and streets running north and south, with service alleys behind most blocks, so a flatbed in Highlawn, Old Central City or the West End usually has a straight shot. Downtown and the blocks around Marshall University are different in the afternoon, when curb space disappears and we may need a window rather than a time. South of downtown the ground climbs: Southside, Enslow Park, Chancellor Hills and Westmoreland sit on narrow hillside streets where a wrecker’s turning radius matters more than the driveway. Tell us if the car is behind a gate, on a slope, or boxed in by other vehicles, and have the West Virginia title ready or the duplicate filed.
What is a junk car worth in Huntington?
The $150 to $700 band is real, and where you land inside it is mostly arithmetic. Scrap weight is the base, so trucks, vans and body-on-frame SUVs beat compacts, and a complete drivetrain beats a shell. Resalable parts lift the rest. Huntington has one quirk worth naming: the city’s own ordinance uses a $2,500 loan value, from a standard industry reference book, as the line under which a tower or dealer can take an abandoned car straight to title and sell it. That is a useful reality check. If the city treats cars under $2,500 book as routine disposal, a running-but-rough car is probably worth more to you sold whole than scrapped. River water cuts the other way. The Water Quality Board operates seven miles of concrete floodwall, 4.5 miles of earthen levee and 17 flood pump stations here, and it says those pumps are not designed to clear flash flood water when the Ohio is at normal pool. Cars take on water inside the wall, and West Virginia brands that permanently: a flood damage salvage certificate costs $22.50 on form DMV-SV-1, and once branded, the car is priced as metal and parts.
Title and paperwork rules in West Virginia
Most Huntington sellers hit the same wall, which is a title nobody can find. The fix is form DMV-4-TR, the Affidavit of Duplicate Title for a Vehicle or Watercraft, revised 04/2022, filed with the state Division of Motor Vehicles rather than with Cabell County. It costs $15.00. Send it with a copy of your valid government-issued photo ID and your registration card if you have one, to Receiving and Processing, PO Box 17710, Charleston, WV 25317, or ask at the Huntington regional DMV office. Here is the part that surprises people: your own signature on that affidavit is sworn but does not get notarized. The notary line lives in Section D, the lienholder’s discharge, and that section is required if the vehicle has ever carried a lien. Leave it blank and the DMV sends the duplicate to the lender, not to you. On the back end, West Virginia Code 17A-4-10 gives the buyer 45 days to surrender your title, a salvage or nonrepairable certificate, or a signed statement of cancellation, which is DMV form DMV-SV-14. If an insurer has paid a total loss claim and determined the car is nonrepairable, with no value beyond parts or scrap, the DMV issues a nonrepairable motor vehicle certificate at no charge; that free certificate rides on the insurance claim, so it is not an option for a car you are simply scrapping yourself.
Huntington abandoned and inoperable vehicle rules
It all lives in one place: section 361.19 of Huntington’s Codified Ordinances, inside Article 361 of the traffic code. Read 361.19(b)(7) before you argue about it, because Huntington casts a wider net than most West Virginia cities. A junk motor vehicle includes one that cannot pass state inspection, fails to display an inspection sticker, displays a sticker expired more than 60 days, or fails to display a valid registration plate. Subsection (c)(2) is the exception people rely on: one vehicle on private property, covered with a commercial covering that renders it unobservable from public view, for not more than 45 days. There are then two separate clocks. Under 361.19(f), before the city removes a junk or abandoned vehicle from private property it must give the property owner and the vehicle owner 30 days’ notice by registered or certified mail. Under 361.19(k), junk and non-serviceable automobiles stored with the property owner’s permission are declared a nuisance, and the city need give only ten days’ notice before abating it, removing the vehicles, charging the expense to the property, and placing a lien on it. Penalties under 361.19(l) run to $500 or 30 days, each day a separate offense. The enforcement agency is defined as the director of public works, Huntington Police Department members, the compliance inspector, or another official designated by the mayor. Public Works, which runs code enforcement, is at 304-696-4414.
How much cash will a junk car get in Huntington, WV?
A running-but-rough Huntington car usually brings $150 to $700, priced by scrap weight, surviving parts, and whether the converter is still bolted under it. Call 1-800-935-8652, tell us what you’re driving and how it runs, and get a number before you hang up. We cross the Robert C. Byrd and East Huntington bridges daily, so a car on the Ohio side of the river is still a same-day pickup, not a special trip. One Huntington quirk: the city’s own ordinance lets a tower take anything appraised under $2,500 in book value straight to title.

Frequently asked questions
Can I just keep my junk car covered with a tarp in Huntington?
Only within limits. Section 361.19(c)(2) allows one vehicle on private property if it is covered with a commercial covering that renders it unobservable from public view, and only for 45 days. After that the ordinance says the vehicle must be removed from the property and not returned until it is operable, licensed and registered under West Virginia law. A second covered car is not permitted, and a partial cover that leaves the vehicle visible does not meet the standard.
My inspection sticker is just expired. Is that really a junk vehicle?
In Huntington it can be. The definition at 361.19(b)(7) is broader than the state definition: it reaches a vehicle that cannot pass the inspection required by W. Va. Code 17C-16-1 et seq., that fails to display an inspection sticker, that displays one expired more than 60 days, or that fails to display a valid registration plate. Those are alternatives, not a single test, which is why a complete car with dead tags gets tagged by code enforcement.
How much notice does Huntington give before it hauls the car away?
It depends which path the city uses. Under 361.19(f) the enforcement agency must give the property owner and the vehicle owner 30 days’ notice by registered or certified mail before taking a junk or abandoned vehicle into custody from private property. Under 361.19(k), where junk vehicles are stored with the property owner’s permission, the city needs only ten days’ notice, and after abatement the removal expense is charged against the property as a lien.
Who do I call in Huntington about a junk vehicle complaint?
Public Works runs code enforcement, and the direct line is 304-696-4414. City Hall at 800 Fifth Avenue is 304-696-5540. The ordinance defines the enforcement agency broadly as the director of public works, members of the Huntington Police Department, the compliance inspector, or any other city official or employee designated by the mayor, so more than one department can open a case on the same vehicle.
Can I leave the car on the street until you get here?
Not for long. Section 361.18 prohibits leaving any vehicle parked on a street or alley in the city for more than 48 consecutive hours. Section 361.03(a)(23) also bars parking in any yard abutting a street unless there is a permitted curb cut, and limits parking to paved areas for multi-family, commercial and industrial uses. The practical answer is to keep the car where it already sits and let us come to it.
What paperwork does the driver need from me?
A photo ID and the signed West Virginia title. That is not our preference, it is state law. W. Va. Code 61-3-49 requires a scrap metal purchaser to record your full name, home and business addresses, phone, the date and time, a description of what is bought and the license number of the vehicle that delivered it, and to keep a photocopy of your driver’s license or other valid government photo ID. The records are held at least three years.
Is it worth pulling the catalytic converter before you arrive?
It costs you money and time. W. Va. Code 61-3-49(k)(1) exempts the purchase of a motor vehicle with the converter still installed. Detach it and subsection (k)(2) kicks in: a signed ownership document, an inked index-finger or thumb impression next to your signature, payment by check made out to you, and a 14-day hold before the dealer may process or move the part, cut to five days only if the paperwork goes to the State Police and the city or county first.
Somebody abandoned a car on my lot in Huntington. Can I sell it?
No, and the obstacle is the title rather than the sale. West Virginia reserves abandoned-vehicle title applications for licensed operators: towing companies, dealers, repair facilities, auto auctions and salvage yards. A property owner gets one narrow path, at W. Va. Code 17-24A-6a, and only for an antique built more than 25 years ago. That application runs $100 and triggers a DMV records search plus checks against a national crime database and a national title database. If the registered owner surfaces, they pay $100, half of which comes back to you, and they get 30 days to collect the car. For anything newer, call Public Works and let the city tow it.
