Those are prohibited anywhere in the city, driveways and carports included, not just on empty lots. Two neighboring rules catch people. Section 12-127.6 allows a real car cover in good condition in the R-1, RE, RML and RMM districts but flatly prohibits tarps, blankets, sheets and plastic, and it bars parking on grass, sod, shell, rock or dirt. Section 12-127.10 covers vacant lots: a notice goes on the vehicle, the city can remove it after three calendar days, and the appeal is to a Special Magistrate.
